This guidance, published by the Department for Education (DfE), sets out the legal framework for supporting children and young people with SEND. A pupil is identified as having SEND if they have a learning difficulty or disability that necessitates special educational provision—defined as provision that is consistently additional to or different from that which is typically available to peers of the same age in mainstream education.
